Did your video get recorded in synced between the voice and lips originally while people speaking on the scene?
There is no feature making a recording from un-synced to be synced automatically. You might have to split the video and audio of your video clip on timeline first.
Then, manually shift and align the position of your audio part to match the lips movement in the video part.

The original screenshot is fine, it's a problem with my software. When I exported to MP4 everything was fine. By the way, when I open old PDS files, I'm having the same problem so it proves the problem is with my software.
