Apps gone after reinstallation

After reinstalling the operating system on my notebook, all previous apps/programs are gone. This also includes Cyberlink products.

If you are talking about Windows, it sounds like you either (a) chose the wrong reinstallation method ("Reset my PC" would have left the programs intact) or (b) did not use the Media Creation Tool to do an in-place upgrade. Unfortunately, it sounds like you are going to have to start from scratch as if you have a new machine.
I see that these all appear to be "old" versions (for example, I have PowerDirector 20 and that is about five years old; the current version of Power2Go is 13; etc.) which all had the option of being purchased on physical disks. Do you not have physical disks for at least some of these? Or were they all downloaded instead?
Cyberlink used to have something on their site called the "Application Downloader" that allowed users to re-download products but IIRC, it only went back for maybe 3 or 4 versions. Yours are much older than that. I don't see it on the site anymore, but there is something called the Application Manager... which doesn't mention downloading legacy software.
In any case, you would need the Product Key for each of the products that you had, even if there were a method available to re-download them. If you don't have those Product Keys, there'd be no way to activate any re-downloaded software... so it's a moot point.
